Location: Hanoi, Da Nang, or Quang Nam province

Job duties:

  • Advise CCV on documents required and procedures for obtaining PACCOM approval
  • Represent CCV before PACCOM
  • Negotiate and draft Memoranda of Understanding with Quang Nam province officials
  • Assist in search for permanent Country Director
  • Provide English/Vietnamese translation and interpretation as needed to carry out the above under CCV supervision

Requirements:

  • Fluency or near-fluency in English
  • University degree
  • Experience working with government agencies; experience with PACCOM registration process would be especially useful
  • Commitment to helping the needy
  • Must live in, or be willing and able to travel frequently to, Tam Ky

DDG is conducting clearance operations in Vietnam and, due to the requirement for capacity increase, is looking for qualified individuals to fill the following positions based in Quang Nam province.

1. EOD operator
Key requirements:

  • Ability to follow guidance and DDG SOPs
  • Ability to complete tasks by deadline
  • Proven technical capability
  • Good health to be able to work in the field locations
  • Driving license holder of B2 class and above is prioritized
  • Previous experience from working with Demining / EOD is desirable.


2. EOD operator cum Driver

  • Ability to complete tasks under supervision and by deadline

  • Have an appropriate and valid driving licence of Level B2 at least
  • Have been granted the driving license for at least 05 years

Main Responsibilities:

World Vision Vietnam (WVV) invites competent Vietnamese candidates for the position: Area Development Program (ADP) Coordinator (1 positions): based in Tua Chua districts, Dien Bien province.
An ADP is a 10-15 year community development program that is an integrated approach to community development, emphasizing the process of community participation, ownership and sustainability, while addressing the macro and micro causes of poverty to achieve the sustainable well being of children. ADPs are a phased approach to development, involving clear and consistent assessment, design, implementing, reporting, monitoring and evaluation and reflection phases. Each ADP is tailored to the needs of a specific community in alignment with WVV’s strategic priorities. WVV works closely with district and commune local authorities and local partners to implement program activities.

The purpose of the ADP Coordinator is to work with technical departments to manage all program activities which will be held at the district level, to provide support to Development Facilitators (DFs) and ADP Manager, to compile the ADP reports, accompany visitors, maintain a routine DME system of the ADP and help with other administrative tasks of the ADP.

Main Responsibilities:
Develop and maintain effective partnership with relevant sectoral district officers;
Perform good integration of different ADP projects at the district level, in collaboration with DFs and other staff;
Assist ADP Manager in building effective partnership and networks with various development partners at the district level;
Assist ADP Manager in raising awareness of WVV’s Christian, child-focused and community-based philosophy and approach to development among local district partners;
Ensure the sufficient technical inputs for project implementation at the district level are, in cooperation with NCs/sectoral clusters;
Assist ADP Manager in coordinating and receiving visit from Donors, sponsors, WV staff from other ADPs /National Office and interested parties, accompanying visitors to the project sites, acting as a guide and translator as necessary;
Negotiate and purchase items (where necessary), organizing timely delivery and appropriate distribution of the items;
Maintain A filing system is maintained to accommodate all documents pertaining to the project, including the filling of program document such as: project design, report, minutes agreed between ADP and partners, survey, evaluation and MIS data;
Coordinate team reflection and PMB meeting;
Support is provided to the ADP manager to complete the baseline surveys in terms of administrative aspect;
Support the ADP manager in completing the PPDD and log-frame;
Design and establish program and project M&E plan and monitoring System in alignment with LEAP;
Organize trainings/workshops for staff and Program stakeholders to introduce the DIME system and management information system;
Assistance is provided to DFs, VDBs, HFs, and local partners in collecting and analysing monitoring data using the log-frame and WVV’s standardized monitoring tools.
ADP monthly, semi-annual, and annual reports are prepared in collaboration with other ADP staff and used by the ADP team for decision making and for meeting the partnership reporting standards (LEAP).
Update and manage monitoring Information System for all projects of the ADP.
Assist the ADP manager and DFs to establish a feedback loop with the community for the application of monitoring results for decision-making;
Document and share monitoring information with other staff/other ADPs when appropriate.

Mô tả công việc

Kiểm tra hàng ngày các thiết bị y tế, dụng cụ chăm sóc chấn thương, bộ công cụ sơ cứu, cáng và xe cứu thương.
Quan sát, điều trị và theo dõi tình trạng sức khỏe của các nhân viên rà phá bom mìn và nhân viên khác trong tổ chức.
Giám sát các điều kiện vệ sinh dịch tễ của nhân viên, trang thiết bị, xe cộ vv… tại hiện trường và Văn phòng dự án.
Toàn bộ số đồ dùng y tế phải được sắp xếp đồng bộ và có tổ chức để đảm bảo, trong trường hợp khẩn cấp, có thể dễ dàng tiếp cận và lấy ra nhanh chóng
Tất cả các túi đựng đồ dùng y tế phải có danh mục công cụ kèm theo, trên đó phải có ghi rõ hạn sử dụng. Danh sách này phải được cập nhật mỗi khi đồ dùng được sử dụng hay được thay thế
Tất cả số đồ dùng khi lấy ra hay sử dụng phải được thay thế trong vòng 24 tiếng đồng hồ. Nếu không thể thay thế được các đồ dùng đó trong khoảng thời gian này, thì phải báo ngay cho Đội trưởng
Trong trường hợp phù hợp, tất cả các vật tư y tế phải còn hạn sử dụng. Các vật tư đã hết hạn sử dụng phải được báo lên Đội Trưởng càng sớm càng tốt.
Thực hiện báo cáo tuần và báo cáo sự vụ cho Đội Trưởng.
Tham gia các khóa đào tạo y tế đã lên kế hoạch hay các khóa đào tạo khẩn và các khóa đào tạo liên quan khác do bộ phận đào tạo hay bộ phận phụ trách y tế của DDG tổ chức.
Lập kế hoạch và thực hiện các hoạt động MEDEVAC trong các lĩnh vực chịu trách nhiệm.
Chịu trách nhiệm duy trì, tổ chức, lưu trữ, cập nhật và nâng cấp các thiết bị y tế liên quan đến xe cứu thương và cơ sở
Thực hiện các nhiệm vụ khác được giao bởi Cán bộ đào tạo y tế và quản lý khu vực liên quan.
Báo cáo cho Đội trưởng và Phó Giám đốc hoạt động về tình trạng sức khỏe của tất cả cán bộ, nhân viên hiện trường.
Báo cáo cho Đội trưởng về các bệnh truyền nhiễm, dịch bệnh trong khu vực hoạt động
Trong trường hợp xảy ra tai nạn khẩn cấp báo cáo cho Đội trưởng và Phó Giám đốc hoạt động sau đó thực hiện theo chỉ đạo.
Thực hiện các công việc khác, theo sự chỉ dẫn của Đội Trưởng, nhằm đáp ứng các yêu cầu của công việc.

-  To conduct three training courses on communication skill in gender mainstreaming for staffs of Dolisa at district and commune level
-  To support the existing Dolisa staffs’ implementation in their action plans at community this year.
The training should be conducted by an experienced gender trainer with assistance from PyD Gender & Development staff.

REQUIRED QUALIFICATION AND EXPERIENCE 
Demonstrated experience in gender training and capacity building.
Demonstrated experience in ToT approach and adult training. 
Demonstrated professional experience in gender and gender equality area. 
Proven verbal and written skills in Vietnamese. Knowing English is an advantage.
Knowledge of local context of Quang Nam province is an asset.
Education: 
Advanced University Degree (Masters) in Educational Sciences, Gender and Development, Law, International Relations or related development field.

Title:        Education Project Assistant 
Reports to:    Program Manager (Disability Network Capacity Strengthening and UXO Education)

PRIMARY FUNCTION
Work closely with the Inclusive Education Project Officer in Quang Nam and other staff to take responsibilities for the implementation of “Social inclusion of people with disabilities through civil society action” in Quang Nam province.
This project is funded by Irish Aid, Caritas Australia and CRS. It is a 3 year project (2012-2015) that aims for strengthening Organizations of Persons with Disabilities (DPOs) and parents associations and involves five key partners of Vietnam Federation of Persons with Disabilities (VFD), Hanoi DPO, Department of Labor Invalids and Social Affairs (DOLISA) of Quang Tri, Quang Nam DPO, Ninh Binh DPO and Phu Cat district in Binh Dinh province.
The position is required for period of May 2014 to Dec 2014, with possible renewable contract. The position is based in Quang Nam with at least 50% travel to project sites and to Hanoi office.

SPECIFIC RESPONSIBILITIES
Programming
Project Planning: Work with the Inclusive Education project Officer and PM to support in activity planning of Quang Nam province, including programming activities and budget.
Project Implementation: Work with the project officer to facilitate the implementation of the project activities of DPO Quang Nam and Thang Binh, Dai Loc, Hiep Duc and Que Son districts   in line with the approved plans and CRS procedures and regulations, with a focus on strengthening capacity of DPOs at different levels and parents association to build on their own initiatives. Facilitate linkage between DPO and parents association to support PWDs in community. Support local partners with selecting consultants for the project activity implementation which include procedures for contract with consultants and quality of consultancy services
Project Quality Management and M&E: Work with the project officer and with Quang Nam DPO for the project quality with direction and overall facilitation of the program manager. Provide technical inputs to local partners for quality activity implementation, especially relating to inputs for DPOs and parents associations in developing their small grants or strategic plan.  
Field Monitoring: Make regular field trips to project sites to meet with project counterparts and participants to monitor quality of activity implementation in conformity with work plan agreed in advance with  QN  project officer and PM.
Reporting: Ensure regular recording of field trips and activity implementation relating to project implementation in Quang Nam. Collect inputs for the periodical reports to submit to the IE project officer and/or PM as required by donors and government agency.
Documentation: Participate in compiling lessons learned, designing and implementing events for exchange of program experience. Ensure effective recording and dissemination of results of model of DPO capacity building. Contribute to designing system to compile and disseminate best practices within and outside CRS. Ensure clear and accurate documentation of meetings, field trips, and program activities. Participate in compiling lessons learned and success stories;
Partner Relations: Communicate respectfully to the partners and guide/accompany them in every stages of project implementation.
Networking and Advocacy: Maintain good relations with similar organizations in Disability working group and other minded organizations/programs in Quang Nam to share and learn from their activities to maximize the effectiveness in supporting PWDs.  Attend external meetings and networking activities related to disability related events in Quang Nam province as required by supervisors.
Coordination at the Province level: provide support to the IE project officer in developing coordination mechanism with the  INGOs and NGOs working in in IE for CWD and Disability Inclusion  at the province level, especially with APHEDA and others, share the best practices, CRS learning materials and build their relationship with the  project partners.
Finances
Support to financial management and tracking: Supporting in requesting and maintaining all project financial documentation in a clear, accurate system of recording. This includes, but is not limited to support IE project officer for the liquidations for CRS implemented activity in Quang nam, and Payment Requests, and Consultant Contracts. Providing support in preparation of documents for Counterpart advance and liquidation; filing all Counterpart financial recording and reporting in an organized system of folders and files in coordination with POs.  Assist with project advance and liquidations with partners and troubleshooting any financial issues related to implementation. Ensure all vouchers are filed with necessary supporting documents.
Other: To support the implementation of the project activities in other provinces as required and assigned by PM. Troubleshooting and other tasks as necessary, education program activities / projects as requested by supervisor.

REQUIRED QUALIFICATION, EXPERIENCE AND SKILLS:
1.Bachelor degree in Public health, social science or relevant discipline.
2.At least 2 years working experience for NGOs or international organization and sound knowledge in the disability support sector.
3.Demonstrated ability and skills in project management (planning, scheduling, organization, financial management, monitoring and reporting).
4.Experience in technical assistance for community based capacity building activities.
5.Fluency in spoken and written English and Vietnamese language
6.Independent, resourceful, self-motivated and a team builder.
7.Willingness to travel.
8.Live in Quang Nam or willing to live in Quang nam during the assignment
